their acl
could be that they forgot to pay renewal or something that nature and
give them a grace period to fix it.
It has its benefits with doing it this way, but I see your point to.

Alternatively, just create an ACL for the delinquent customer's
domain, with a matching http_access deny.

Very True.
Less typing though with a simple "#" :) At this point it is all a
matter of preference and what the administrator feels is easier for him
to manage and visualize. The good thing is that a found a way of doing
it for my situation.
