delay_pool - limit download speeds. Can be set such that up to a limit the speed is unlimited, then for larger downloads the speed gets dropped.

Usually used with maxconn ACL to limit people using too many seperate connections. Gozilla for example opens 3+ HTTP requests for different parts of the same object...
