Squid is running as normal as older version. But I need advise, is it
normal? What parameter did I miss?
It's normal and only a minor problem. The 'all' ACL is fully built-in to
3.x and you can safely remove it from your config.

Seems Squid 3 becomes more efficient (and simpler ?) than the older
version.
3.x is becoming simpler and more robust than 2.x yes. Efficiency is still
a problem vs 2.6+, but is being worked out.
