I'm having exactly the same problem that my cachemrg.cgi is not where it should be. I've look in /usr/share/doc/packages/squid/scripts/cachemgr.cgi not there. /usr/share/doc/packages/squid does not exist but squid3 does, so I looked under /usr/share/doc/packages/squid3/scripts/ and nothing. Looked under /var/lib/cgi-bin/cachemgr.cgi and not there but /etc/squid/cachemgr.conf does exist. Folder /usr/local/squid/libexec/cachemgr.cgi not there. No squid folder under /usr/local I have downloaded squid-cachemgr-3.0-4mdv2009.0.i586.rpm and it didn't want to install because it needed an apache version older that I have an rpm-helper ect.
