I've seen a similar problem with Thunderbird. If you enter your proxy
server settings and select "Use this proxy server for all protocols",
it will try to use squid as a socks proxy. 

Check your proxy settings, I don't use windows so I'm not sure if
that's an Outlook setting or a global setting.
