in pf.conf you must set redirection rules :

redirect on eth_port protocol_type from user_ip_address to any port 80 ->
proxy_ip_address port

for example :

redirect on rl0 proto tcp from 192.168.1.0/24 to any port 80 -> 127.0.0.1 3128

see pf.conf manual to make sure your configuration
