urlpath_regex squid 2.6

i have such rule in squid.conf

acl numeric_addr urlpath_regex ^[0-9]+\.[0-9]+\.[0-9]+\.[0-9]+
http_access deny CONNECT numeric_addr


to block skype through proxy - it has to block CONNECT when target address 
is numeric.

but seems not to work now. something changed in respect of that in squid 
2.6? or i'm doing something wrong
