As you can not know if the .exe URL is a download of a .exe file or a
CGI running on the server it's not very easy, but to start with
whitelisting /cgi-bin/ from the .exe block is perhaps a good idea.

acl cgi-bin urlpath_regex ^/cgi-bin/

http_access deny EXE !cgi_bin !POST
