Squid can not do this out of the box.  It might be possible using redirectors (http://www.squid-cache.org/Doc/FAQ/FAQ-15.html), and an external_acl_type...

Other options for using a *.pac are available, and are probably far more simple.  http://nscsysop.hypermart.net/setproxy.html  You've obviously found option #1.
