Whitelist approval system

Hi

Is there any software available to create and maintain a "whitelist" for
squid with some sort of authorisation process or something?

What I want to achieve is a whitelist of allowed sites and block all others.

I've already setup the ACL rules and an ERR Messages to display a TEXT input
box which allows users to send me a mail when a site is blocked (i.e. not on
the whitelist) and this works rather well - I get the mail, and add the site
to the whitelist and hit "squid reload" and all is cool.

However, I'm looking for something that'll do this automatically, i.e. user
places a request to whitelist a site simply by clicking on a button on the
ERR message screen, I get a mail with link to either approve or deny - I'd
even go so far as to request a snippit of the page (if possible) to be
included in the request for approval.  If I approve the change is
automatically made in the whitelist.

What I'm hoping to get is a system that will show who requested the
whitelisted sites, when they were requested, when I approved / denied 'em
etc.
