Have implemented ....I just need to figure out how to allow some clients
to by pass without the maxconn restriction now.

10 or so should be fine for most uses, but users who have ever
installed a "download accelerator" is likely to get bitten as these
often uncaps the IE limitation on the number of concurrent connections
making the browser very aggressive in downloading inline objects..
Note: People going abouve the limit won't be sloved down, their
requests will simply be rejected, causing broken images etc in their
page display if bitten during normal browsing.
