I have squid.2.5.STABLE10 on hand, but have hesitated to install it, concerned about having down

Yes.
See the release notes however as there is some changes, especially if you
use authentication.
It can be done without any downtime
0. Backup your config and perhaps old Squid binaries as well.
1. Read release notes
2. Install new version, but without stopping the running service
3. Adjust squid.conf per the release notes and where complained upon by
"squid -k parse".
4. When the config looks good, restart Squid. If done correctly it
should start immediately.
