Who should learn by who can be debated.
The reason why Squid sends "Cache-Control: max-age" in it's requests is to
make HTTP behave when used in a hierarchy of caches where the
refresh_pattern settings (or equivalent) may be different among the cache
servers.
But on the other hand, always sending max-age even when not used in a
cache hierarchy is perhaps a little overkill. But then you do not always
know as there may be trasparent proxies involved..
The web servers in question is undoubtly quite broken, and will fail with
browsers having similar cache controls.
