the bext slution is that

block urls like :
acl blockedfiles url_regex -i \.exe$ \.cab$ \.exe\?.*$ \.cab\?.*$
http_access deny blockedfiles

and also block mime type of contants
acl mime rep_mime_type -i ^application/octet-stream$  ^application/x-msdownload$
http_access deny mime
