If you don't need any special Squid functionality, you should not need to compile Squid on Windows. You can use the binary packages available on the SquidNT web page.

nb; I am a victim of Microsoft Plug & Play syndrome, hence
the search for the least difficult approach.

This is exactly the reason because I publish Squid for Windows binary packages.
