check your iptables rule coz i can see a syntax error in it
this is the correct rule

#iptables -t nat -A PREROUTING -i eth0 -p tcp -s 0/0 --dport 80 -j REDIRECT --to-port 8080

also do confirm you are not droping legitimate traffic to your cache serever, i-e if you are running a firewall on the same machine /cache then make sure you allow legitimate traffic IN and OUT.

Or Just make your default Policy ACCEPT (less secure)
