Most likely the web server in quetion only supports "Microsoft Integrated Login" (NTLM / Negotiate) authentication which by design error when Microsoft designed these authentication "protocols" can not be proxied via HTTP compliant HTTP proxies such as Squid.
Ask the site maintaner to either
* Activate https/SSL support on the web server (most secure)
* Enable support for the standard Basic or Digest authentication methods (not sure if Frontpage supports Digest authentication)
