If this patch makes it to release, which win-virtio ISO branch is it normally put in? "Latest"?

Where can one check current spice-server changelog or version in order to see whether patch has been released and whether host has the new package version available?

You would have to update the 'spice' or 'spice-server' package on your
hosts, you should not need to update anything else.
