SpiceReleaseCursorKeys=ctrl+alt

I used
SpiceReleaseCursorKeys=ctrl+alt

to change my release key, restarted everything, but it doesn't work.  shift+f12 worked fine.  
The new hotkeys are displayed at the top of the screen.

I have tried this with both RHEL 6.4 + RHEV 3.2 and Fedora 19 + Ovirt 3.3.1 with the same
results.

Only thing in common between the two environments is a Microsoft split key keyboard.

Any idea why it's not working?
