Its not true that it can send an answer in any message it is sending back.
I started out with that belief many years ago, at the beginning of the
process that led to the o/a draft. After *much* discussion and reading
of the tea leaves in RFCs, it was concluded (for good reason) that
offers and answers can only be carried in certain patterns of messages.
But that is off the subject of this current thread.
