I think the obvious explanation is that the ISP will definatly not cut an account of a cliente because the ISP earns money for giving services to clients. So mostly (at least with my experience) they will say that cannot determinate which client was (even when you give them IP and hh:mm:ss time). They don't know you, they don't get money from you, so hell that don't give a damn on you. At least, this is why I think abuse doesn't work most of the times! I might be wrong, who knows...
