That should be the case. When in doubt, check the information shown in 
Procedure Browser.

For Script-Fu/Tiny-Fu, you drop the leading GIMP_ from constant names and 
change any remaining _ to -.

Correct. Other than TRUE, FALSE, and around 62 deprecated named constants the 
Script-Fu and Tiny-Fu plug-ins get their named constants directly from GIMP.
