Rob, I copied the initrd.img and kernel.img files from the Red Hat GA files to my test image, and was able to IPL and access my DASD with no problems. I'm not sure what's going wrong with your image. So /proc/dasd/devices shows all my disks (none) and unknown. When I link the disk afterwards it does get picked up triggered by the machine check interrupt, and then it shows the ECKD part of the driver using it. Am I missing something obvious again?
