After running many tests, I've determined that the Linux/390 guest needs at least an 84MB virtual storage size to get past the decompression of the netstg1.img.gz file. 83MB runs out of storage, but 84MB gets to actually installing packages. So far, I've just done a minimal installation, but I don't really think that would have much bearing on this. Mark Post
