RedHat/RPMS/* and RedHat/base/* is needed, but then you'll anyway have
downloaded nearly everything we have.

Per default not all rpm packages are installed, but it is also not
a minimal system. If you are interested in this, I could provide
you a customized install that only installs a really minimal system
by beginning of next week.

If you can setup a mirror of our s390 version, I can make incremental
updates available to you.

Just FYI, the following param file worked for us to install with the lcs modul:
    root=/dev/ram0 ro ip=off
    HOST=lpar.redhat.de:eth0:172.16.2.176
    NETWORK=172.16.2.0:255.255.255.0:172.16.2.255:172.16.2.1
    DNS=172.16.2.2:172.16.2.15 SEARCHDNS=redhat.de:redhat.com
    RPMSERVER=ftp://172.16.2.140/mnt/raid/s390/install/s390
    INSTALL=all DTZ=CET
    LCS=0xfc20,1
