[Redhat-s390-list] Installing rawhide into an LPAR

I'm attempting to install RedHat rawhide from ftp.redhat.com into an LPAR on
an Zseries box, everything has went fine except for a few questions I have.

1) It doesn't seem to create /etc/passwd and /etc/group in /mnt/dest/  when
installing the RPMS, so rpm complains about not being able to set ownership
of lots of files, everything ends up being owned by root.

2) Because of the /etc/passwd problem, passwd doesn't let me set a root
password.

3) It didn't seem to install a kernel into /mnt/dest/boot  

4) It didn't run silo or zilo (I've only heard mention of zilo on this
list), so I can't boot from dasd.

How should I proceed to get this up and running?  We have SuSe on our other
LPAR, if that could help somehow.
