I downloaded and installed Berkeley DB 5.3.-21.  The libraries were installed at

/usr/local/BerkeleyDB.5.3/lib

Any idea on how to fix the error?  Am I just doing something wrong with the
configure options?

As the error message says, see INSTALL where this is documented.

You didn't say *why* you're rebuilding rpm with the same version that's already included in Centos, but generally the easiest option is to start with the src.rpm of the system package: grab the src.rpm for rpm 4.8.0 from Centos repository, modify the spec to your needs and rebuild.
