So, having access to the rpm functionality of --prefix, --relocate via Python bindings (in some future release) would be great for us.

I wouldn't say planned, but it's a possibility. OTOH the relocation is
somewhat controversial feature to begin with, and there's been zero
demand for supporting it in the python bindings (until now).
