RE: rpm installation via the python api using a prefix

I would submit that if it is being supported in the command line rpm
application then it is not unreasonable to have it in the python bindings as
well.  Is there any place I can make a feature request that might help it be
considered for the next rpm release?

I wouldn't say planned, but it's a possibility. OTOH the relocation is 
somewhat controversial feature to begin with, and there's been zero 
demand for supporting it in the python bindings (until now).
