How do you think adding "You have to register in first place to fill
some bug" to http://rpm.org/wiki/ReportingBugs?

A fine suggestion, thanks. I've added to it (+ rationale) to the page now.

I tried to do it by myself after registering. But It seems that
write-permission to the wiki page is not given to me.

Nobody gets write-permissions on the wiki by default to avoid abuse from spambots and the like.
