ERROR: Cannot get shared lock on RPM Database

I have built RPM 4.7.0 and installed it as per the instructions in the
INSTALL file, culminating in a successful call to “make install”.  My
linux is “from scratch”, the kernel version is 2.6.27.4. 

Following the install of RPM I can see the database files in /var/lib/rpm.

I'm trying to install software that requires RPM (Intel Vtune), but the software's install.sh script displays the following error:

ERROR: Cannot get shared lock on RPM Database.

Does anyone know why this might be, or how to diagnose?  I have previously executed "sudo su -"
