Bug(s) yes, but not in rpm in these cases. "yum deplist" showing unsatisfied dependencies on non-installed package is a yum bug (perhaps just an issue with the way how single local packages are handled). "yum deplist" doesn't complain about it when installed, so PackageKit (the "Add/Remove Software thing) seems to be doing something different here too - which is likely a PackageKit bug.
