So I was thinking that having a directive like:

 %files
 ...
 %exclude %{_libexecdir}/mod_sql_mysql.so
 %{_libexecdir}/mod_*.so

would be handy. That is, first all the patterns would be applied and the list built, then %exclude directives would be applied and the list whittled down.

Does this seem reasonable, or am I missing something?

You mean aside from the fact that it already works? :-)

How's that?

Is it in rpm 4.4.2.1?

I was going by the official version of Maximum RPM... which might not have been updated to include it yet.

Actually, the Redhat documentation:

http://docs.fedoraproject.org/drafts/rpm-guide-en/

doesn't make any reference to it either.

What is a good and current tutorial on RPM?
