sorry for the noise they appear to be hard links.

stat /usr/lib/sa/sa1
  File: `/usr/lib/sa/sa1'
  Size: 286             Blocks: 16         IO Block: 4096   regular file
Device: 806h/2054d      Inode: 5472258     Links: 1

stat /usr/lib64/sa/sa1
  File: `/usr/lib64/sa/sa1'
  Size: 286             Blocks: 16         IO Block: 4096   regular file
Device: 806h/2054d      Inode: 5472258     Links: 1

i would have thought though that the links count would be 2.
