I set the _rpmlock_path in /usr/lib/rpm/macros to /var/lock/rpm and tried again. Works now.
 
# rpm -ivh mysql-devel-5.0.22-2.1.i386.rpm
warning: mysql-devel-5.0.22-2.1.i386.rpm: Header V3 DSA signature: NOKEY, key ID 37017186
Preparing...                ########################################### [100%]
   1:mysql-devel            ########################################### [100%]

Looks like this is not defined in the /usr/lib/rpm/macros. What should be the default path be ? /var/lock/rpm or /var/lock/rpm/transaction ?

/ shouldn't be the transaction lock - can you do

rpm -E '%{_rpmlock_path}'

This should be defined in /usr/lib/rpm/macros - have you modified this
file?
