IIUC, it's used as a fallback for rpmdsPipe() which handles the
execution of dependency gathering scripts (perl, java, libtool, etc.).

Correct.

I see that. *When* is it used? At install time if there are unmet
dependencies?

rpmdsPipe() is used extensively by rpmdeps.c to look at dependency
closures on subsets like "perl(...)", "libtool(...)", etc.

I implemented rpmdsPipe() using perl, the macro is likely unnecesssary
since I added a cmd argument. The expansion of %_rpmds_perldeps_cmd
will be substituted if the cmd arg is NULL.

I likely have some devel tools that still rely on rpmds_perldeps_cmd to
be set appropriately. I'll bulldoze when I get a chance ...
