%pre has alway had a "best effort" semantic for hysterical reasons.

But yes, rpm writes scriptlets into %{_tmppath} (i.e. /var/tmp) before
executing.

Hmmm, I'm pretty sure that I added a lazy mkdir on /var/tmp the
14th or 15th time I had to diagnose this problem years ago.

What version of rpm are you using?
