POP Service

I am trying migrating mail server to RHEL4; but like in RHEL9 to enable
PIOP service there is file /etc/xinetd.d/ipop3 and one can enable the
service by simply running xinetd daemon again. But in RHEL4 I couldn't
find that file. From where to enable the POP service. Please help
