Um, now that I think about it, a list of duplicates and a list of old packages are probably actually exactly synonymous, 'cause I actually mean "old packages which duplicate current packages". :) And it appears that the flag I want is simply rpm._RPMVSF_NOPAYLOAD. (And it can be set only the once.)
