The rpmbuild generates requirements of the form:
libutil.so.1(GLIBC_2.0)

What version of rpm? There was a problem in rpm-4.4.3, try rpm-4.4.4.

I'll try upgrading. Ugh....
The solution may be simpler than upgrading.
Examine rpm --showrc output, make sure you're not emulating an i386
on ia64 somehow.
