What was the encoding your spec file used ?
Red Hat is pushing UTF-8 which should be safe nowadays but anything else
than pure ASCII or UTF-8 has never been officially supported as far as I
know (and is not likely to be supported since ISO 8bit encodings are not
compatible with each other or with UTF-8)
