RPM's use isn't limited to systems with graphical interfaces. On systems with GUI's, there's a million to choose from. Do you intend to supply a menu and icon for every possible graphical system under the sun?

The place to start is with those graphical systems you intend to support. Find their support mailing list and determine what they require. Then make a GUI subpackage for each such system.
