Although there's nothing technically wrong with doing so, most of the spec files I've seen don't bury the Summary so far down in the header. The Summary generally (as a matter of style, not a technical requirement) is near the top, close to "Name:", "Version:", etc.
%file
This is a typo, it should be %files. That's why you're getting the strange error message -- rpmbuild isn't recognizing %file, so it's leaving it in place, and bash sees it and thinks its a job-control command.
there is no return error in prep and build stage but install stage.
