I have never actually run into that problem myself.  However it would
be easy to handle this outside rpm if you felt it important.  Just use
'fakeroot'[1] when building.

  fakeroot rpmbuild -ba file.spec

'fakeroot' is one of those really useful utilities that you never knew
exited but once understood then you suddenly can't ever live without
it again.
