Thanks for your advice, but it doesn't change anything.

Along the way I've found a way (*the* way?) to get what I want. What was 
missing was that I can't do a regular %define in the spec file. I need to 
check for redefinition before definining the value:

%{!?key: %define key value}

This state of affairs makes me happy because then I can specifically tag those 
parameters which are overrideable on the command-line.
