Whatever you are running, it is not CentOS 4:

[herrold@couch ~]$ rpm -qa | grep rpm
rpm-libs-4.3.3-7_nonptl
rpm-python-4.3.3-7_nonptl
rpm-build-4.3.3-7_nonptl
rpm-4.3.3-7_nonptl
rpm-devel-4.3.3-7_nonptl
[herrold@couch ~]$ rpm -q centos-release
centos-release-4-0.1
[herrold@couch ~]$ sudo yum -d 1 list 'compat-libstdc++'
[herrold@couch ~]$

It may make sense to clean up your installation before proceeding further.
