What is the status of RPM development?

I'm confused about how RPM is being developed.

RPM 4.1 and 4.2 are both named as production, but:
A RPM 4.1.1 release is tagged in CVS, but not described in the trunk CHANGES file.
RPM 4.2.x releases up to 4.2.3 are described in CHANGES, but there are no tags for 4.2.2 or 4.2.3.
The tip of the 4.2 branch is broken - the embedded beecrypt refers to a non-existant include file (beecrypt.gnu.h - a beecrypt.gnu.h.in file exists, but there is no code to process it into the required file).


Meanwhile, a number of 4.3.x releases are described in CHANGES, but are not tagged, whilst Fedora Core 2 and 3 claim to be using 4.3.2.

And, despite there existing a 4.4 branch, and 4.4 and 4.4.1 releases, the trunk identifies itself as 4.4.2, not 4.5 !!!

So... What is going on?!?
