rpmrc not found. can't use RPM any further

Summary: computer crash towards the fag end of RH 9.0 installation left RPM unstable. OS seems fine. on trying to use RPM for installing new packages asks for rpmrc, and exits.

Queries:

1. is there a default rpmrc that I can copy into /usr/var or wherever RPM expects it to be? this for an i686 machine.

2. OS seems to be working fine i.e. all packages are installed. will creating rpm database '--initdb' will suffice to extract all the necessary info on existing packages?

3. is there a way in which I can load/update full RPM package from scratch (since that ought to fix all the problems) - now that package cant be a *.rpm since I dont have a RPM working!!

4. any other alternatives, suggestions welcome
