You don't need the special ~/.rpmrc anymore. It might be reasonable to change the defaults for %_topdir, %_specdir, etc. to be the in-home-directory ones instead of under /usr/src/redhat. I think most people these days use that anyway. And, I suppose the macro definitions could actually _create_ the directories in question if they don't exist.
