install rpm on machine without rpm - segmentation fault

I am trying to install rpm on a machine that does not
have rpm. I downloaded rpm_4_1_i386.tar.gz into / and
unpacked.  The instructions I was following said to
then install setup_2_5_20_1_noarch.rpm along with some
other rpms before i initilize the db.  However when I
try to install the any packages, I get an error
message: "segmentation fault".

I am using:

linux 2.6.7
glibc 2.3
gcc 3.2

I dont have any berkDB installed yet if that makes a
difference.
